Vehicle externalism maintains that the vehicles of our mental representations can be located outside of the head, that is, they need not be instantiated by neurons located inside the brain of the cogniser. But some disagree, insisting that 'non-derived', or 'original', content is the mark of the cognitive and that only biologically instantiated representational vehicles can have non-derived content, while the contents of all extra-neural representational vehicles are derived and thus lie outside the scope of the cognitive. In this paper we develop one aspect of Menary's vehicle externalist theory of cognitive integration-the process of enculturation-to respond to this longstanding objection. We offer examples of how expert mathematicians introduce new symbols to represent new mathematical possibilities that are not yet understood, and we argue that these new symbols have genuine non-derived content, that is, content that is not dependent on an act of interpretation by a cognitive agent and that does not derive from conventional associations, as many linguistic representations do."Tempest in a teapot" is an idiom that refers to a problem that has been blown out of proportion, which is how we see the supposedly divisive relationship between two research traditions mainstream policy process studies and interpretive policy studies. In this commentary, we explore both research traditions, comparing and contrasting their views of public policy and policy processes, uses of theories, and approaches to research. Our aim is not to unite them or reject points of debate. Instead, we offer strategies for more productive collaborations, including side-by-side research, integrative research, engagement in constructive discussions of research techniques, and applied research.
We aim to quantify the variation in root distribution in a set of 35 experimental wheat lines. We also compared the effect of variation in hydraulic properties of the rhizosphere on water uptake by roots.
We measured the root length density and soil drying in 35 wheat lines in a field experiment. A 3D numerical model was used to predict soil drying profiles with the different root length distributions and compared with measured soil drying. The model was used to test different scenarios of the hydraulic properties of the rhizosphere.
We showed that wheat lines with no detectable differences in root length density can induce soil drying profiles with statistically significant differences. Our data confirmed that a root length density of at least 1cm/cm
is needed to drain all the available water in soil. In surface layers where the root length density was far greater than 1cm/cm
water uptake was independent of rooting density due to competition for water. However, in deeper layers where root length density was less than 1cm/cm
, water uptake by roots was proportional to root density.

In 2018, Missouri was the state with the largest absolute and percentage increase in opioid-related overdose fatality rates per capita over the previous year (18.3% and 3.1/100,000). This report identifies illicitly manufactured fentanyl (IMF) (and analogues) as the drug most responsible for this rise in opioid deaths in Missouri, with stimulant overdoses (primarily from methamphetamine) in second place. Within Missouri, we find the areas where opioid deaths are highest St. Louis and the city's fringe areas, following the national trend for high rates in fringe areas. Based on reports from CDC Wonder data, county medical examiners, law enforcement agencies, and drug addiction prevention agencies, we conclude that IMF and related synthetic opioids arriving from China are primarily responsible for fatal narcotic overdoses in Missouri.
