網絡賭博還開外掛？自動下注還會自動定投？按月收費還可私人定製？近日，在「颶風2019」專項行動中，梅州警方偵獲首宗以製售賭博機械人幫助信息網絡犯罪案，抓獲各層級別人員共63人，封凍涉案財付通、支付寶、銀行賬號350個，凍結資金300萬元，扣押涉案電腦、手機、車輛、銀行卡、存摺等涉案物品一大批，實現對該案外掛提供商、運維人員、組織操盤人員、代理商的全鏈條打擊。

非法製售外掛軟件 24小時持續下注

今年6月，梅州市公安局網警支隊接到羣眾舉報，稱有專門為網絡賭博提供「外掛機械人」的代理商在梅州地區吸引下線發展業務。接到舉報後，網警支隊依託大數據會站實發體育平台，充分應用大數據資源，對線索進行循線深挖，深度經營，以陳某鴻為首的違法犯罪團夥逐漸浮出水面。

警方調查後發現，該團夥分工明確，由幕後組織者、操盤人員、總代理等人員組成。軟件由主要成員陳某鴻研發，並以互聯網為載體，出售賭博機械人和搭建VPS伺服器，為網絡賭博提供自動定投等外掛「服務」，牟取非法利益。其代理遍佈福建、廣西、甘肅及廣東梅州、深圳、揭陽等地，涉及團夥成員及購買者100餘名，每月資金流水達1億多人民幣。

據了解，經過所謂「朋友」介紹，購買軟件的網絡參賭人員或莊家可將參與的涉賭網站發送給陳某鴻，由其判斷是否能運行軟件，並幫參賭人員或莊家搭建好機械人軟件及VPS伺服器，發送給參賭人員或莊家遠程操作。這樣一來，參賭人員縱使沒有親身參與到網絡賭博中，也能在該機械人軟件的幫助下處於24小時持續下注狀態。

據辦案民警介紹，陳某鴻為參賭人員或莊家提供軟件「外掛」服務收取的費用從每月四百至八百元不等。此外，還可根據用户需求設計定製投注策略，價格在八百到一千六百元之間。

170多警力兵分五市抓捕 凍結資金300萬元

8月7日凌晨，在廣東省公安廳的統一指揮下，梅州市公安機關發起「颶風2019」127號、「淨網2019」14號收網行動，組織170名警力，分成36個抓捕小組和後台支撐、電子取證組分赴深圳、東莞、佛山、惠州、豐順等地對「製售賭博機械人幫助信息網絡犯罪案」進行收網。

行動中抓獲各層級別人員共63人，其中製售軟件和賭博團夥幕後組織者、操盤人員、總代理以上級別人員28人，封凍涉案財付通、支付寶、銀行賬號350個，凍結資金300萬元；扣押涉案電腦、手機、車輛、銀行卡、存摺等涉案物品一大批；成功打掉一個以陳某鴻為首的製售賭博機械人幫助信息網絡犯罪團夥，破獲一宗涉及「六合彩、時時彩、球類行動、幸運賽車、飛艇」等多種賭博花樣的特大網絡賭博案，一舉完成對該案外掛提供商、運維人員、組織操盤人員、代理商的全鏈條打擊。

目前，該案件仍在進一步辦理中。

網絡賭博本違法 非法軟件貓膩多

「萬惡賭為首，害人又害己。」近年來，隨着互聯網的快速發展，傳統的賭博方式開始向網絡實發體育平台遷移，且由於網絡賭博具有隱蔽性強，資金流動快等特點，給社會經濟秩序帶來嚴重影響,給羣眾財產帶來巨大損失。
