Diablo 4 Item Upgrades

Upgrades to items allow players to raise the level of equippable items such as weapons or armor, as well as trinkets to a certain level. You can upgrade items at any NPC that accepts the appropriate currency.

Based on the type of item, upgrading an item can cost Dilithium or gold. A lot of upgrades require Flightstones or crests. The amount of crests or Flightstones required to upgrade an item is contingent on the level of the gear and a maximum upgrade level is established by Blizzard. Upgrades to the highest upgrade level can be expensive especially when you're upgrading gear for PvE.

While boosting stats is the primary purpose of upgrades to items but you should take into consideration the cost of upgrading an item prior to making the decision.
